Charging people for the cost of their own incarceration.
Pay-to-stay laws let jails and prisons bill people a daily fee for their room and board. Charges can be deducted from trust accounts or pursued after release.
Several states have repealed or limited pay-to-stay. Where it still applies, CRP routes value away from accounts it can reach.
