Average daily population (ADP)
The average number of people held in a facility on a given day.
ADP is the standard measure of a jail's size. Commissary and service contracts are often priced and compared by ADP.
CRP's estimates use ADP to model spend and rebates: a 1,000-bed facility is estimated to see about $1.8 million a year in spend in a base case.
