Commissary markup
The amount a commissary price exceeds the item's cost.
Commissary items are often priced above what the same item costs outside. Some states now cap markups: California limits them to 35% through 2028, and Massachusetts caps them at 3% over cost.
Markup caps and commission bans signal where reform-minded agencies are headed, which is why they are CRP's first target jurisdictions.
